Why is this group with its leader, Quentin Harderman, coming after Captain America? Inauspiciously, Cap's pursuit of the answer must wait once the Tumbler appears! And wait even longer when the battle vs. the Tumbler takes a deadly turn! Meanwhile, the Falcon seeks help from the Black Panther in upgrading his fighting gear.
