Synopsis "Kal-El" recognizes Flamebird's tattoo as belonging to a Kryptonian. The praisesingers search out Nightwing and Flamebird, terrorizing the people. Supergirl and Power Girl discuss why they are there, and that Supergirl is searching for to way to Argo City. The tattoo is tracked down to Chezzt, and "Kal-El" confronts him to find out who he tattooed. "Kal-El" talks to his mother, who can read his mind. Nightwing and Flamebird meet with the rebel leader to discuss the situation, but then the monitors interrupt with "Kal-El" saying he will kill 100 of the "unclean" every 10 minutes until the pair surrenders. The first deadline approaches, and "Kal-El" starts to kill a mother and child, when they are rescued by "Nightwing" and "Flamebird". But the child proves to be a human bomb and explodes, seriously hurting the pair. As "Kal-El" confronts one of them, he's ambushed by the real Nightwing and Flamebird, and Flamebird starts beating him to death, flashing back to her father telling her to kill the real Kal-El. Nightwing tries to stop her, but is stopped by others. Flamebird starts hearing a voice in her head, and it convinces her to unmask, and kiss "Kal-El". The voice is coming from "Kal-El's" mother, who is revealed as Saturn Queen.

Notes Story continued from the previous issue, and continues in next issue. Supergirl's Kryptonian tattoo translates to "Hope". The Kryptonian text on the sign on page 1 is translated as follows: "KNEEL", and on page 3 as "CAT AT JAC'S" (probably supposed to say "EAT AT JOE'S"), and on page 10 as "SAVE YOURSELVES"
