20 page The Green Hornet story "The Karate Wars Part Two"

Characters Green Hornet IV [Paul Reid]; Kato II [Hayashi Kato]; Harry Block (V); Glory; D.A. Diana Reid; Jon "J.J." Allan, Jr. (still called simply "Jon Allan," as in #23)
Synopsis Continued from last issue: Just managing to escape the unexpected police presence at Harry Block's headquarters, The Green Hornet and Kato face another, moral, dilemma: If Kato defeats Block's Yakuza killer, Onaka Matahachi, he, publicly perceived to be an outlaw, will become a hero to the young hordes serving under Block, but if he doesn't, then genuine criminal Block will truly corrupt them. A major meeting of the various gangs under Block's control is arranged at a disused sports arena. As it is no secret on the streets, the Hornet and his associate crash the proceedings. Inevitably, the two martial arts masters square off for all the proverbial marbles. However, Kato doesn't fight back effectively, and is losing, when an incredible figure drops from the rafters--The White Ninja, Hayashi's old movie character! HE defeats Onaka, and then reveals himself to the crowd as Jon Allan, former sensei to several of them, and known to the vast majority. He makes a speech setting them back on a straight life, while Kato whispers to the Hornet that he visited Jon earlier in the day and manipulated him into this line of action, including providing the costume. Block's plans are blocked without misleading the young martial arts students into worshiping a "criminal."
