Synopsis The small country of Plutonia chooses Swee'pea as its new emperor because he will fit in the throne. Swee'pea decides to go once he learns that Plutonia has the largest ice cream plant in the world. Once on the throne, Swee'pea does nothing but eat ice cream. Nothing except to issue a proclamation that all the residents of Plutonia should eat nothing but ice cream. Three weeks later the country is broke and the government officials try to find a way to get Swee'pea to give up the throne.
