Captain America returns to the Avengers in "The Plan and the Power!", script by Roy Thomas, pencils by John Buscema, inks by George Roussos (as George Bell); Quicksilver contacts the Fantastic Four for info on Diablo, and Hawkeye, the Scarlet Witch, Hercules and himself go to find him; Meanwhile, Goliath awakes and tries to attack Diablo, but the Wasp is held prisoner so he backs down. Diablo plans to generate an army of Dragon Men; The Avengers arrive and Hercules saves the Wasp while the rest battle Diablo; The Dragon Man is thrown into a pit of lava and Captain America arrives to battle Diablo; He is quickly defeated and is sent to prison; Meanwhile, Black Widow survives the Psychotron, and is put to sleep. Avengers roll call: Hawkeye, Goliath, the Wasp, Quicksilver, and the Scarlet Witch. Guest appearances by Hercules, the Black Widow, and Mr. Fantastic and the Thing (of the Fantastic Four).
