Indicia title is "POPEYE AND WIMPY, No. 17." Untitled Thimble Theatre stories with Popeye and the gang. Pappy insists on sitting on tacks when he visits the Oyl family for dinner. Wimpy is mad at Pappy because he ordered food and then left Wimpy with the bill. Popeye takes Pappy to a party, but he makes a shambles of it. Popeye takes Pappy to another party. Pappy tricks the hostess into sitting on a tack. Pappy takes a mermaid to a dance, but Pooky Jones has to carry her and do the dancing. Popeye invents a machine to put a diaper on Swee'pea. Popeye improves his invention so that it gives babies a bath before putting on their diaper. Swee'pea is upset when he doesn't win a prize in the baby contest.
