During Prohibition, the rivalry between the gangs of Knobby Peters and Bull Jackson flares up into a mob war. District Attorney candidate Fred is blackmailed by old crony Muggsy over his criminal past, but he has plans to turn the tables, even if it means murder. Slim and Hickey become black marketers during World War II by ignoring federally imposed quotas and rationing. The character on the cover bears a strong resemblance to the Golden Age Sandman.
