Lillums' parents go away on a trip, leaving Aunt Pruny to manage Lillums and a house-full of would-be Romeos. Tired of having Lillums' many boyfriends calling for her at the same time, Aunt Pruny sets up a schedule where each is to call at a specific time. The boys are still on the date schedule; Aunt Pruny meets Pop Jenks. Lillums is preparing to go away to college; Shadow is promoting a romance between Pop Jenks and Aunt Pruny. Lillums makes final arrangements before leaving for college. Everyone is depressed because Lillums has gone off to college. Evil dictator Eeny tries to trap Oop in his cave with a landslide. Foozy and Oop frighten dictator Eeny and her followers out of Moo, but three of Oop's old enemies show up. After a flood forces all the inhabitants of Moo to higher ground, Oola leads the refugees back to Moo and Guz is crowned King again. With Moo destroyed by the flood, King Guz decides to take the population to visit Sawalla for a while. Ex-dictator Eeny stumbles across "MooToo" and is chased away. Jack searches for the Baron's hideout with the border patrol. Dixie comes home to find that Cotton, who had eloped with Jack's sister Jill, has left her. Cotton is deserted by the smugglers, but he manages to ride the plane down and survive. Jack returns with the smugglers, but is spurned by Dixie and Jill when they learn he was the one who killed Cotton. While recuperating from the surgery, Jack finds out that Dr. Medic is madly in love with Dixie. Jack takes a job as a test pilot to forget women, but is instantly the target of two women's affection. Smokey gets to be chief for one day. Smokey is supposed to be raking leaves, but decides to take a nap in the pile of leaves. Smokey gives an exploding cigar to a friend and it makes the round until it comes back to him. Fiddling Finnegan practices his awful fiddling at Smokey's firehouse. Smokey's son is supposed to practice the violin, but rigs it up with a clock's pendulum. Smokey decides to go to Texas for a vacation because it's all downhill on the map. Cookie bakes the Chief a birthday cake, but the only "candle" Smokey can find turns out to be a firecracker. Wash gets a check for $3,000 for helping recover the S.S. Platonic's gold. Wash opens the Topsy-Turvey Club and is an immediate success. The law is helpless when Slaughter repeatedly vandalizes Wash's night club. Easy sets a trap for Slaughter, but Slaughter is warned and instead goes to the club where he roughs up Wash and demands the lease for the night club. Smilin' Jack is still being mistaken as someone named Powder, and he is forced to marry Boona Goo. Limehouse puts Jack and Fat Stuff in jail and to work in the sulphur mine. Smilin' Jack, Fat Stuff, The Head and The Claw escape from jail, but are eventually caught. Smilin' Jack escapes from prison again, and it looks like he may be rescued. Wimpy makes Popeye feel guilty when he kills a rabbit to feed to a hungry dog. Popeye gives Wimpy some hamburgers to feed to a hungry dog, but Wimpy eats them himself. Geezil complains about Wimpy's soup, until Wimpy tells Geezil he should be mayor. After Wimpy drops a steak on the floor, Popeye demands a new steak; Wimpy tricks him into taking the original one. Popeye has a nightmare where he is knocked out in a prize fight. Swee'pea's real mother comes to claim him; Swee'pea runs away and with Wimpy's help is re-united with Popeye. Indicia title is "WASH TUBBS, No. 28." Several untitled Captain Easy, Soldier of Fortune stories, scripts and art by Roy Crane. Wash has followed Carol McKee and her father to Panazuela; He brought Captain Easy, who was suffering from amnesia from a blow on the head; They are thrown into prison when a revolution starts. Bull Dawson steals the country's $6 million in gold, but the boat gets hung up on a sandbar. Easy gets control of the boat from Dawson and dumps the gold overboard in order to get away; The group is picked up by a ship and return to the United States. Rowden Splendix plants a fake story about Wash's father returning from Africa, then hires a bum to play the part. With Wash's bum of a father fouling up his relationship with the McKees, Rowden Splendix and his father up the ante by having him take a woman "customer" out on the town. Easy finds Wash on his "date" with I.R. Splendix's hired girl, Fifi, and substitutes himself at the pair's table. Easy goes to the police and fingers Bolito Coker as the one who killed I.R. Splendix. Wash, still on the run with his bum "father," hides out on a houseboat; They end up at the farm of the bum's long-deserted wife and son. George, the Indian guide from the North Woods, comes to the city and gets a job as caretaker of Mr. Bailey's new home at the top of a 36-story building. George's donkey has a baby and George takes a train back to the North Woods. Smitty is found by two Indians and is taken to their camp. Smitty falls into the daily routine at the Indian camp. Stooge Viller gets $55,000 from a safe-deposit box and goes into business with "The Professor" manufacturing small items that would be useful for criminals. Tracy finds The Professor's workshop, but is captured by Stooge Viller. After being accidentally shot by his daughter, Stooge Viller tries to escape by swimming across a river, but drowns. The baby's grandfather snatches the baby from the police station and takes it to his laboratory where he injects it with tropic sleep germs. Jack opens his pilot training classes for college students, one of whom is afraid of planes. Madam Mongoose gathers a group who all have had trouble with the law. Madam Mongoose and Longdrink sabotage Jack's plane before he demonstrates some maneuvers for his class. After spending much effort opening and unpacking a barrel, Jiggs discovers it was delivered to him by mistake. Jiggs and Maggie to a quiet cottage in the country, which is quickly overrun by relatives. Jiggs sets the gossips talking when he's seen talking to a tramp--Maggie's brother.
