This issue reprints the strips from December 1943 - March 1944, featuring the start of the Flattop story arc. Hired killer Flattop accepts a contract to kill Dick Tracy, but thinks better of it. He captures him instead and demands a fortune for Tracys life from his criminal clients, while Tracy hatches a desperate plan to get a message out to the police. Final issue of the series.
