Charlton presented this version of the mischievous Ollie Orwell as a promotional item for Blue Bird Comics, handed out at kids' shoe stores as a free giveaway. Ollie's parents are distraught at the prospect of a visit from his cousin Herman, the only kid who's more trouble than Ollie. The two wind up winning a yacht race with their invention, an aquatic go-cart. Ollie and his father visit a farm that is not prepared for the arrival of Li'l Genius.
