It's because he is a highly advanced and sophisticated robot, who is given drugs to pacify him and block the memories that have brought him to this disastrous state. Dr. Stepping, the man in charge of overseeing Myles' welfare, is questioned before the executive board about the incident involving a patient accidentally taking Myles' medication. The safety of the drug "Cloud Nine" is called into question and is deemed unsafe to be used anymore. This is a problem for Myles because the withdrawal from the drug sends him into a hallucinogenic fit that threatens to break Myles' already waning sanity.
