After the events of Thunderbolts #4, Marvel's Most Wanted return to Four Freedoms Plaza...and Jolt asks Citizen V (aka Baron Zemo) a simple question: "How did you find and recruit the Thunderbolts?" Oh boy, the Prussian baron is taken aback by the inquiry and schedules a meeting with Hallie to answer her question. A while later when Jolt stops by Citizen V's office, he spins a lengthy tale of half-truths and half-lies. Which explains or explains away how Erik Josten, Abner Jenkins, Melissa Gold, Norbert Ebersol, and Dr. Karla Sofen -- all former Masters of Evil -- became the Thunderbolts! Flashback cameos by Daredevil and Angar the Screamer. Thunderbolts Lineup: Citizen V, Atlas, Jolt, MACH-1, Meteorite, Songbird, and Techno. (Notes: This annual includes a one-page text feature (by Kurt Busiek) with background information on each member of the T-Bolts.
