Harvey, best known for its children's comics, begins publishing the comic book of legendary tough cop Dick Tracy and his rogues gallery of freakish enemies. This issue reprints strips from Jan. 2 - Feb. 19, 1944. Hired killer Flattop accepts a contract to kill Dick Tracy, but thinks better of it. He captures him instead and demands a fortune for Tracys life from his criminal clients, while Tracy hatches a desperate plan to get a message out to the police.
