Stories and art by Chester Gould and A. W. Nugent. Harvey, best known for its children's comics, begins publishing the comic book of legendary tough cop Dick Tracy and his rogues gallery of freakish enemies. This issue reprints strips from Jan. 2 - Feb. 19, 1944. Hired killer Flattop accepts a contract to kill Dick Tracy, but thinks better of it. He captures him instead and demands a fortune for Tracys life from his criminal clients, while Tracy hatches a desperate plan to get a message out to the police.
